PHP (PHP Hypertext Preprocessor) is one of the major tools for creating dynamic documents on the server side, making it easy to work with cookies and databases (eg, MySQL). It is open-source software. Some alternatives to PHP are Ruby on Rails (see below), ASP (Microsoft's popular product) and JSP (Java Server Pages from Sun).
I've found that Mambo is a quick way to put up a very nice and robust database driven site that also uses PHP... Do we really need to reinvent the wheel?
Zope [zope.org] plus Plone [plone.org] - if you are looking for a content management system, or Zwiki [zwiki.org] if you are looking for a wiki solution, or learn Python [python.org] and roll your own inside of Zope's Management Interface (ZMI) [zope.org].
